If we are expecting job failures, we should stop zuul-executors which avoids
jobs from launching. Zuul will keep enqueing job safely and start running
them
once we finish updates and start zuul-executor again.
For now, I have set the Jenkins instance in
review.rdoproject.org to maintenance mode, so
no new jobs are launched (we have little activity in Zuulv3 at this time). Once the
currently running jobs are finished, I will proceed with the update.
