Single Controller Environment in Victoria

HI All,
I am attempting to set up a single controller overcloud with tripleo
Victoria. I keep running into issues where pcsd is attempting to be started
in puppet step 1 on the controller and it fails. I attempted to solve this
by simply removing the pacemaker service from my roles_data.yaml file, but
then I ran into other errors requiring that the pacemaker service be
enabled.
I have ControllerCount set to 1, which according to the docs is all I need
to do to tell tripleo that I'm not using HA.

RDO Website and Documentation Contribution Changes

Documentation is often the first contribution someone makes to an Open
Source project. The importance of documentation contributions to RDO was
already shown by including all website and documentation contributors to
our list of contributors starting with Victoria.
In order to make the process for contributing the same for all changes
regardless of the type of contribution (website, documentation, code,
packages), changes to the website repository will now follow the same
contribution process[0] and go through Gerrit.
In the coming weeks I will be updating the onboarding guide, so if you have
any suggestions you think would improve the process please let me know.
And if anyone needs assistance getting configured please reach out to me,
and if folks think it would be helpful we can even do a virtual workshop.

CI jobs failures on RDO project
