Extras is required repo for RDO (it is enabled by default in CentOS):

Not exactly related to the request but `yum install libibverbs` will
stop this stuff from showing up. it seems to be a missing soft
dependency that should probably be included in one of the related
packages.
Correct, we have filed
https://bugzilla.redhat.com/show_bug.cgi?id=1658141 and are discussing
with ovs/pdpk maintainers how to proceed.
