[rdo-dev] [infra][outage] Planned migration for lists.rdoproject.org on November 1st, 1:30 AM UTC

Hi, We are going to migrate the RDO mailing lists server (lists.rdoproject.org) on November 1st, starting at 1:30 AM UTC. The migration will involve downtime of the mailing lists, and is expected to last about two hours. The new system will run Mailman 3 and HyperKitty, giving us a nicer UI and a better ability to see mailing list threads via a web browser.
