[Rdo-list] metadata service without neutron router

Hey all, On my environment Im connecting the instance directly (vlan (without neutron router)) to the management network, That's make some issues with metadata service, the cloud-init uses hard coded url http://169.254.169.254/2009-04-04/meta-data/instance-id, which not available via the management network (10.0.49.0/24) How can I make the metadata service listen on some other ip (the controller ip for example)?
