Error: Nothing to do
wget https://rdo.fedorapeople.org/rdo-release.rpm
is downloading
but then after installation,
yum list shows error

This is a linked file. Maybe try it directly with
https://repos.fedorapeople.org/repos/openstack/openstack-juno/rdo-release....
If yum install with the mentioned URL is not working like expected first
download the RPM package with wget, curl, .. and install it with yum
localinstall.

That's weird, please try: wget -S https://rdo.fedorapeople.org/rdo-release.rpm
Maybe you have proxy between you and RDO messing things up?

It has just a proxy problem.
I set http_proxy, but forgot to set https_proxy.
