Totally agreed we need to streamline .service files. I think the root
of the problem here is that we don't generate those files but
copy-paste them and modify to each new need.
I believe a better approach would be to follow what e.g. Debian folks
do to support their runlevel manager complexity:

I don't believe this should be tackled by one each package team
separately, and instead requires some form of coordination and
heavy-lifting from people that are involved in the core RDO matters.
