I fully agree with Mark.... at incubation, we know it is coming. If packaging for RDO is a
major issue, this should be fed back to the project and the TC as a barrier to be overcome
before evolution to a new status.

Yes, RDO is a "vanilla distribution of upstream OpenStack" - RDO takes what
upstream releases and packages it.
The point that a project is accepted upstream into incubation feels like the right point
to start packaging it and making it available to RDO
users for feedback which may help the project get into shape for graduating from
incubation.
