Can someone with Ceilometer-fu please take a look at
https://www.rdoproject.org/install/ceilometerquickstart/
In particular, the goal is to either delete the doc, if it is obsolete,
or update it if it is still a useful thing to have.

Thanks Rich. Thats quite outdated, things changed a lot in telemetry
since then. I think its best to delete it and we can write something
up in place to focus on ceilometer, gnocchi, aodh and Panko.
