Folks, I am passing a parameter_defaults to enable neutron service plugins via an environment file as follow: parameter_defaults: NeutronCorePlugin: 'ml2' NeutronServicePlugins: "firewall,lbaas" For some reasons neutron.conf has router , default value in puppet/controller.yaml, as a neutron service plugin after deployment.
