 Is there a BZ I can follow up on this? 
There was no BZ for this yesterday. Actually, I was wrong in my initial assumption, there
is no need for package openstack-dashboard-theme, and the issue was elsewhere. There are
actually two issues:
- openstack-dashboard packaging needed a change
(
https://bugzilla.redhat.com/show_bug.cgi?id=1211552 , addressed by
https://review.gerrithub.io/#/c/230170/). With that, a default package installation should
produce a working setup.
- packstack was not generating a correct configuration for Horizon
(
https://review.openstack.org/173327 and 
https://review.openstack.org/173331 should fix
that).
