This looks like VM does not have enough RAM, Vagrant default seems to
be 0.5 GB which is definitely not enough, try 8GB or more.

If my test and the defect are valid, please let me know where I can log it.
I also wanted to mention that I could access the OpenStack Dashboard in the browser
http://192.168.0.40/dashboard, and authenticate using the password provided in the
keystonerc_admin file.
Since I am not sure if this test is valid, I decided to send you guys this email first.
