I'd just be inclined to build my own images then and add linux-firmware
to the downloaded image it builds everything else from. Located in
~/.cache after download.

Thanks! I've been using guestmount + chroot to achieve the same

How do I install linux-firmware in the IPA ramdisk? I do not think
that libguestfs tools work with these and if I gunzip -c | cpio -id
and then re-assemble, the image is not working anymore (kernel
crashes).

Hi Ilja,
Whilst it doesn't help fix the underlying issue, as a workaround you
can use virt-customize to add this package in prior to uploading the
overcloud image which is a fairly trivial task.
E.g.
$ virt-customize -a overcloud-full.qcow2 --install linux-firmware
...
$ openstack overcloud image upload --update-existing
