Only the file /usr/share/cinder/cinder-dist.conf is included in the package openstack-cinder. The file /etc/cinder/cinder.conf is not included in the package and /usr/share/cinder/cinder-dist.conf is not really complete. Can you please add the file genereated with tox -egenconfig (https://github.com/openstack/cinder/blob/master/etc/cinder/README-cinder....) to openstack-cinder? Christian.
