No, I don't think so.
If you look at:
https://repos.fedorapeople.org/repos/openstack/
or
http://mirror.centos.org/centos/7/cloud/x86_64/
you'll notice that Mitaka isn't released yet.
This didn't happen until after Liberty release day last time around:
https://www.rdoproject.org/blog/2015/10/rdo-liberty-released-in-centos-
cloud-sig/
so you can expect stable to follow suit here.
