We still need to reach MariaDB maintainers on why it takes so long for
MariaDB to start up with a tiny database. Even with the upstream patch
applied, I saw neutron-server service being killed due to systemd
timeout (90 secs) because for some reason MariaDB was able to
successfully start up in > 100 secs only.
I think the problem is worth a separate bug.

upstream patch in progress for oslo.db which I'll include in RDO
rpm until oslo.db release with the fix is available.
