The reasons behind it are mostly about not enough time to properly maintain parallel
releases for EL6 and EL7. We've experienced that need to support two branches requires
a lot of energy that is better spent to make EL7 release more mature.
Upstream still supports Juno for Python 2.6, but support will be dropped in Kilo (the next
cycle).
As for the upgrade path, yes, you'll need EL7 to be able to use RDO Juno. You will
need to migrate to EL7 in the future anyway if you're planning to use pieces from
Kilo.
BTW the same approach is true for the next version of Red Hat commercial OpenStack
distribution (RHEL-OSP6 based on Juno).
