So, the question is mostly related with RDO Openstack release on F22
having
qemu version 2.3.0-rc1.
qemu/libvirt/kernel etc. are provided by base OS, not RDO.
Fedora 22 has qemu 2.3.0 rc1

and for EL we would depend on CentOS VirtSIG to provide appropriate
qemu package, if base EL version is not enough.
Another concern is requirement to install package
"nova-compute-xen" on
compute node.
Xen parts were not sub-packaged, our focus was kvm, but I'd be happy
to review proposal to add it in openstack-nova RPM.
Please note that required libvirt-daemon-xen is not available on all
Fedora arches
