In our case - IP that was allocated and associated with an instance
stays allocated after instance is shut down, and I am able to associate
it with the new VMs just fine.
How are you doing your association? Some scripting perhaps?
Are you talking about floating ips that are allocated and associated
with running instances? What I am asking is about the regular ips in the
VM network, that are assigned by DHCP automatically upon boot time.
