I've checked the bug report. It does not answer why, technically, you
would need to do it. I'm a neutron package maintainer and I want to
understand the scenario of the failure. Maybe we have a bug in neutron
package that I may fix but I don't want to change it to root without
clear understanding of the reason.
I guess, that I am a wrong person to be asked about core reasons of the problem.
