This is not released even on master.
Mehdi, I see you did last oslo.messaging release 5.12.0 - do you have
a plan to have a new release today for Ocata-1 ?
If not, I can send release requests for both Ocata and Newton to get
this rabbit fix into RDO.

This was merged last week and not released upstream yet AFAICT.
In order to get this into RDO Newton you need to:
* request oslo.messaging minor release on stable/newton
* bump it in upstream stable/newton upper-constraints.txt
* sync that bump in rdoinfo (should be automatic now)
