Marius is right.
There is no undercloud UI (e.g Tuskar) in osp8.

 I don't think there is an undercloud dashboard in osp 8. I see on my
 environment that swift-proxy is listening on port 8080 and on port 80
 httpd serves an empty directory in /var/www/html/
