Hi Steve!
No reason, it just needs an update. I honestly didn't have enough time to
update it, but if there is interest on having Rally soon I'll try to get it
working in the short term. There were some issues related to dependencies,
but Alex Drahon submitted a doc that explains how he managed to get it
working on Centos 7 [0].

I updated the spec to use 0.0.4 and changed a path in the %files section for the bash
completion config (not sure about that use of macros but it works). Here [1], if it's
helpful.
Ran mock and rpmlint gives only warnings, no errors.
