We're talking about RDO here, not OSP - you're referencing OSP documentation.
Please be careful about the clear distinction between the two, this is rdo-list.
It's one thing for entreprise-level customers to seek out means of
installing RHEL OSP that are recommended and supported by Red Hat but
it's another for that to bleed in to RDO.
RDO can be installed with TripleO, Packstack, Kolla, pure puppet, Chef
OpenStack or whatever other means as the community picks the tool that
better suits their needs.
Users can even install completely by hand out of the upstream
documentation [1] if that's what they like best.
RDO provides vanilla OpenStack packaging for RPM based distributions
and the goal of the matrix Rich has drafted is to highlight what is
packaged in RDO, what isn't, and what each of the installers support
to help users in their decisions.
