For now, only Octavia [3] and Cinder [4] are blocked (i.e we
can't build the latest commits with DLRN).
Let's not introduce master-cs8 since it has no future - instead let's
accumulate py36 related blockers on master in a CIX tracker,
as a pressure to move TripleO and Puppet to CS9
