[Rdo-list] instack-build-images defaults to fedora

hi https://bugzilla.redhat.com/show_bug.cgi?id=1213645 this page https://repos.fedorapeople.org/repos/openstack-m/instack-undercloud/html/... says The built images will automatically have the same base OS as the running undercloud.
