If it's GRE tunnelling issues, ensure you have the GRE related iptables
rules on both Controller and Compute nodes:
-A INPUT -p gre -j ACCEPT
-A OUTPUT -p gre -j ACCEPT
(You said - "double checked iptables", but didn't mention specifics.)
