Would adding lock_path to neutron-dist.conf be the correct solution
here?
Note one doesn't hit this when using puppet mechanisms to rewrite config,
or standard upgrade procedures of merging in rpmnew files.
Now it's best avoid the issue entirely as you say and
those changes should already be in place in the git repos
and will be included in the next refresh.
