I'm trying to set up RDO OpenStack Ocata using Packstack in an
all-in-one configuration for evaluation purposes. However, Packstack
ultimately fails because it can't start the Nova scheduler.

Hi Neal,
From the log file, it looks like the DB tables were not created by the
time nova-scheduler was started, which is quite strange. There should be some Packstack
log files at /var/tmp/packstack/latest/manifests, can you upload them somewhere to check?
