that project to at the least help package it. Barbican isn't there yet,

We should not gate RDO packaging of Barbican on whether or not it can
use FreeIPA/Dogtag as a backend.
Yes, RDO is a "vanilla distribution of upstream OpenStack" - RDO takes
what upstream releases and packages it.
The point that a project is accepted upstream into incubation feels like
the right point to start packaging it and making it available to RDO
users for feedback which may help the project get into shape for
graduating from incubation.
