The 2.8.9 release of Ansible has a regression [1] which breaks the
OpenStack modules. I've proposed a simple fix, hopefully it will be
included in a 2.8.10 release soon but in the meantime you may need to
blacklist 2.8.9.

Ansible 2.8.10 was released yesterday and includes the above fix for
