Yes, the workaround in the listed bug said:
remove
signing_dir = $state_path/keystone-signing
from /usr/share/neutron/neutron-dist.conf
and restart neutron-server.
I've tried remove this line from /usr/share/neutron/neutron-dist.conf ,
commented out `service qpidd restart` in /etc/rc.d/rc.local and rebooted.
Still no luck.
