The file belongs to root:neutron and has 0640 mode. It's the same
as for other configuration files.
Why do you need to make neutron the owner of it?

I've checked the bug report. It does not answer why, technically, you
would need to do it. I'm a neutron package maintainer and I want to
understand the scenario of the failure. Maybe we have a bug in neutron
package that I may fix but I don't want to change it to root without
clear understanding of the reason.
