I probably saw that parameter in an installation example somewhere.
However, even removing that file from the command line still fails
installation:

That'a right since you're updating a failed setup, instead of creating
a new deployment.
Delete the current overcloud deployment with openstack stack delete
overcloud --yes and then try starting again with the deployment
without using the external load balancer.
