Should this repo just be removed from the centos-release-openstack-ussuri
package then or is there another way to deal with this from a configuration
management perspective?
I'll replace existing repo by a set of per-component repositories but it
will take a while to have the new release rpm in the repos:

You'll need to enable all the rdo-trunk-ussuri-tested-component-*
repositories.
