Sounds like a good plan.
So, for new openstack service packages (like Murano, or other services
we haven't packaged yet) or for other 3rd party packages that we're
working to get into RDO...
Do we need to get those new services/deps/3rd party plugins into Fedora
still? Or do we have a way to get those into Delorean for Fedora and
CentOS CloudSIG w/o requiring Fedora formal inclusion?

General dependencies will still be imported into Fedora so we could ensure
that we remain consistent with the next RHEL/CentOS.
As we already do, they will be imported in Delorean before approval in
order to keep
the continuous delivery pipeline working.
As for services and their plugins, we'll keep the same process and
guidelines but two
major differences:
* reviews will be under RDO product instead of Fedora.
* packaging guidelines exceptions will be granted by the RDO team
during our weekly
meeting.
