I made a fresh install of CentOS 7.0 mini with cobbler again w/o yum
update and got after the first run:
Why not start with 7.1 image?

Error: Execution of '/usr/bin/yum -d 0 -e 0 -y install
openstack-ceilometer-notification' returned :
...
This was an issue with Juno too.
I don't remember, what was the resolution with Juno?
What is the output when you run from shell yum install
openstack-ceilometer-notification ?
It works for me on default centos7 install with epel and Kilo RC2 enabled.
