I am using em2 for pxe boot on the other machines.. So I configured instackenv.json to
have em2's MAC address
For overcloud nodes, em1 was configured to have 10.1.34.x ip, but after image deploy I am
not sure what happened for that nic.

I believe the nodes were stuck in introspection so they were not
ready for
deployment thus the not enough hosts message. Can you describe the
networking setup (how many nics the nodes have and to what networks they're
connected)?
