[rdo-list] [package-review] addition of networking-vsphere package

Hi RDO, I've done spec for openstack/networking-vsphere and trying to add a new package to rdoinfo. Could someone take a look at review request and propose any thoughts, or what else should I do for this request to be merged? https://review.rdoproject.org/r/#/c/3421/ Also, when RR is merged, who creates a project distgit repo?
