I'd disabled the CPU ALLOC RATIO on an existing RDO multi-node environment
in the answer file to 1:
CONFIG_NOVA_SCHED_CPU_ALLOC_RATIO=1.0
And would like to change the value to a higher value, e.g. 8:
CONFIG_NOVA_SCHED_CPU_ALLOC_RATIO=8.0
Can I change this setting directly in the DB or in some config files? Or
shall I run packstack against the changed answer file again?

I believe you are looking for the "cpu_allocation_ratio" in
/etc/nova.nova.conf.
You will need to restart nova services (specifically the scheduler, I
believe) after changing this file.

You believe, and that is true. I searched in nova.conf, but I was somehow
blind.
