python-oslo-messaging requires it currently for example.
On that note, what are the longer term view on supporting qpid?

I don’t believe we should care much about Qpid in context of RDO and OpenStack. I planned
to just kill the dep from openstack-neutron packages (that does not belong there since
Juno when the project switched to oslo.messaging anyway).
