I assume, you meant "10" in the first octet.
run "ironic node-delete ff09865c-c909-4cb4-b24c-f7d9372b5f05"
Fix the entry in the instackenv.json file and then run again the import command.

Further I tried for Ironic commands, and it look ok except one node (UUID
ff09865c-c909-4cb4-b24c-f7d9372b5f05 ) , where the
IPMI address was wrong, I updated using the command:
When I list the node I still see they are in maintenance, what should I do
for that?
