[Rdo-list] python-cheetah and python markdown missing for rhel-7 on RDO-Kilo

When installing RDO against rhel-7 the packages python-cheetah and python-markdown are missing. On my CentOS installs these are available in extras, but on rhel-7 I have to get them from epel. Should I expect to need to use epel for RDO if I'm using rhel-7?
