[Rdo-list] rdopkg requirements management

Dear packagers, I've finally finished first iteration of requirements management functionality in rdopkg including documentation. Please update to latest rdopkg-0.28.1 and see the new rdopkg adventure which contains examples of new magicks in action: man rdopkg-adv-requirements [1] New actions are also described in `man rdopkg`[2].
