OVS 2.6 and OVN are not packaged in RDO at this time. Your best bet is to get it from COPR. We've been using: https://copr.fedorainfracloud.org/coprs/leifmadsen/ovs-master/ This is actually based on OVS master, but that's not too far off from OVS 2.6 at this point.
