[rdo-dev] python-watcherclient is not packaged?

Hi RDO developers, After installing watcher Ocata version by install document[1], I tried to install python-watcherclient. But the package was not found. I found other Openstack project clients such as neutron. Is there any special reason not to package python-watcherclient?
