Further modifying /etc/neutron/neutron.conf as follows allowed the
neutron-db-manage goodness to happen:
-service_plugins = router
+service_plugins = neutron.services.l3_router.l3_router_plugin.L3RouterPlugin
# neutron-db-manage --config-file /etc/neutron/neutron.conf
--config-file /etc/neutron/plugin.ini upgrade head

So I think it's gotten farther. I replaced the line on
/etc/neutron/neutron.conf:
-core_plugin = ml2
+core_plugin = neutron.plugins.ml2.plugin.
Ml2Plugin
Then I re-ran the neutron-db-manage as seen in the paste below. It's
gotten past ml2 and now is erroring out on 'router':
