Nevermind, I already answer my own question, for those who have the same problem you need
to especify the following settings for broker and node in your heat template:
nameserver_ip_addr => 'broker_floating_ip',
broker_ip_addr => 'broker_floating_ip',
node_ip_addr => 'node_floating_ip',
