better:
1- Deploy the over cloud , and use it to deploy the rest of the baremetal and then
install deploy on 2 of the baremetals the other 2 managers?
2- Install 2 additional 2 baremetals as the procedure I used and start then deploy the
rdo managers on the 3 underclouds together?
