This comes as a result of the puppetlabs.repo file deployed by the rdo-release.repo RPM

This is provided by the 'optional' repo.
Please enable that repo for RHEL systems.
It's already listed as a prerequisite on the test day wiki.
In future packstack will auto enable it:
